Messages spanning packets |

The 1.4 spec mentions something about DeltaUpdates spanning packets and FullUpdates spanning messages and packets.
I'm not quite sure how that's supposed to work. i.e. The LinkFlag only applies to retransmitted messages, so how does one know if a DeltaUpdate spans packets or not?
Also, what is the meaning of a packet and a message, it appears there's one message per packet, or is there more? less?
