retransmission requests rejected

There was a client notice that went out last month that stated on 1 Nov 
we are lowering the threshold from 1000 to 250.  We update the current
3.1 spec to reflect this change.

• Bulletin Board data added to ArcaBook via the multicast environment
• Thresholds changing to 250 packets per request and 10,000 requests per day
Summary: nyse Arca is pleased to announce that Bulletin Board (BB) data has been added to ArcaBook via the
multicast environment. This enhancement will provide our customers with a faster and deeper look at
nyse Arca data.
In addition, in order to provide timely multicast retransmissions nyse Arca is changing the threshold to
250 maximum packets at a time per request and 10,000 total requests per channel per day effective
Monday, November 1, 2008.
