Is there any plan to provide a way to request the book for ALL symbols? This might work the same way as a request to get the symbol map for ALL symbols. We have a requirement to start up at any time during the day with complete books for all symbols. It appears that ARCA is counting our Refresh Book requests against the maximum limit. Therefore, we can start up our interface only once or twice a day.
For now we're not using the Interval Refresh server due to the potential 15 second delay.

We do not have plans to allow refresh for all symbol at once. The interval refresh does that.l
The interval refresh will send the current state of the book at the time it hits the multicast channnel. There will be no delay in the in the feed. Before the refresh packet is sent, we lock the book and will not update the symbol until we are finish sending. The interval refresh and the request refresh uses the same routine and logic in creating the refresh book and sending.
